Pressure relief valve protects the pipe from sudden pressure increase due to water hammer from sudden valve closure or other malfunction. It stays closed at normal line pressure; when the pressure rises suddenly it operates and bypasses some water to maintain the pre-set line pressure and prevent the line from bursting.
